Robert is an experienced public safety professional having worked diverse assignments in emergency management and law enforcement.  He has proven leadership skills using the Whole Community collaborative approach to planning and responding to special events, natural disasters, and man-made crises.  His extensive experience in Incident Command and Emergency Operations Center environments, both in operational and management capacities, lends to an over-all team oriented approach.     

Robert has a Masters of Science from CSU Long Beach in Emergency Management and Disaster Preparedness with a focus on emergency notifications and systems planning.  He has several state and FEMA certifications including Cal-OES Essential Emergency Management Concepts and the FEMA Professional Development Series.  He is a Certified Emergency Manager (CEM) , a California Certified Emergency Manager (CA-EM) , and a graduate of FEMA's National Academy (NEMAA).  He has been a lead writer and manager for a variety of state and federal grants.

Robert spent over 23 years with Truckee PD working in a variety of assignments, most recently as the Town's Emergency Manager.  He also worked extensively in special events planning, including 3 Ironman Triathlons and several large multi-day events.   He is certified in HSEEP and has extensive experience in planning exercises. He has lead several planning initiatives surrounding emergency notification, evacuation, and preparedness planning.  

Robert is a principal and co-owner of Humanmack Consulting.  Humanmack consulting LLC has a variety of clients in the local, state and national levels managing grants, providing training, exercises and managing projects.  Humanmack consulting has worked with leading companies and public agencies in the field of AI, predictive modeling, evacuation planning, and fire simulations.
